A set-top box is general-purpose hardware. It decodes video the way a phone or a laptop does, and licensing questions do not attach to the decoder; they attach to the individual service you point it at. Threads that treat the box as the legal question are answering a different question than the one they asked. What deserves scrutiny is who supplies the streams, whether the terms are stated plainly, and whether you can leave without a phone call. Boxes sold with access already loaded fold two separate decisions into one purchase, which removes your ability to judge the service on its own. Buy hardware and subscription apart and either one can be replaced without disturbing the other.

Three specifications change playback and the rest is packaging. Hardware HEVC decoding matters because HEVC carries a comparable picture at roughly half the bitrate of H.264, so a box without it works harder for a worse result. Wired Ethernet matters because a 4K stream wants 15-25 Mbps held steady, and Wi-Fi at the far end of a house rarely holds a floor. Memory matters because player apps keep the entire channel list resident; above roughly 18,000 visible channels they destabilize whatever the line is doing, which is why hiding unused groups is a genuine fix rather than a workaround.

Hardware is a one-off purchase. The line is the recurring one, and that is where a year of money actually goes.
